S T A N D I N G O R D E R NO.42 (E)
The Standing order governing the APP Welfare Fund and A.P. P. Superannuation Fund is hereby amended as per decisions taken in the Annual General Body Meeting for the Welfare Society held on 21/09/10. It shall come into force with immediate effect and will supersede all other orders relating to the APP Welfare Fund and APP Superannuation Fund in existence.
A.P.P. WELFARE FUND
1. MEMBERSHIP AND SUBSCRIPTION
All employee of Arunachal Pradesh Police Department shall be members of this fund. The rank wise monthly welfare subscription w.e.f 01/01/2011 would be as under:-
1. Dy SP to DGP including Private Secretary/
Prosecuting Officers/FAOAD(F/S) :- Rs. 300/- p.m.
2. ASI to Inspector including Asstt/UDC/
Office Supdt./Steno/SO(FS) and SFO :- Rs. 150/- p.m.
3. Constable to Head constables including
Grade-IV staffs/LDC/LFM/FM & other FS staff:- Rs. 100/- p.m.
The subscription will be deducted twice a year from the salary of the month of January & July. The amount will be deposited to PHQ by bank draft in favour of “APP WELFARE FUND” by the 15th of February & 15th of August each year by the concerned Head of office without fail.
2. LOAN ON MEDICAL GROUND
The Welfare loan for medical treatment of members and their dependents will be considered on the basis of 50% of the estimated cost recommended by the Medical Officer or on the under mentioned rate as recommended by the screening committee at PHQ and districts /Units, whichever is lower (The composition of screening committee at PHQ/ District/Unit level shown in para 5 of the S.O. )
a) For normal treatment (maximum) :- Rs. 2,000/-
b) For minor operation etc ( maximum) :- Rs. 7,000/-
c) For major operation of treatment :- Rs,20,000/-
of Cancer, Kidney, Heart etc (maximum)
In case of emergency, a higher amount of loan can also be sanctioned for medical treatment after obtaining prior approval from President (Welfare).
For sanction of loan for the above mentioned purposes, the following terms and conditions are required to be fulfilled:
i) Approval of DHS is to be enclosed with the application for treatment outside Arunachal Pradesh
ii) Estimated cost of Expenditure certificates from the Medical Officer to be obtained and enclosed with the loan application.
3. LOAN ON MARRIAGE GROUND
The maximum amount of Rs.10,000/- to be considered for marriage loan to the members of the society for himself/herself , his /her children and other dependent family members. For sanction of marriage loan for dependant family members the controlling officer (Distt/unit SsP or CO/ AAP BNs or IRBNs as the case may be) will issue a certificate that the name of dependent family members is recorded in the service book of the individual and this certificate will be enclosed with the application.
The recovery of the above mentioned loans will be effected from the salary of the next month from the drawal month of loan and minimum of installment amount to be recovered will be @ Rs.500/- per month.
4. SANCTION OF SUBSEQUENT LOAN
Every member is liable to pay 7% simple interest per annum on every subsequent loan. The interest on the loan will be recovered in a maximum of four equal installments @ Rs. 292/- per month after the entire principal amount is repaid by the individual.
5. SANCTION OF LOANS AND SANCTIONING AUTHORITY
All cases of loan should be disposed off by the concerned Districts/Units expeditiously out of the fund provided by PHQ without referring the matter to PHQ, unless it is necessary and beyond their competence to decide upon.
In order to proper screen of applications of loans, a screening committee is formed in the PHQ and the District/Units level with the following officers:-

The Screening Committee will meet in the first week of every month to screen all the received applications and forward their specific recommendation against each application to the D.G.P at PHQ level and to the SP/CO/Principal PTC concerned at the District / Unit level for approval/ sanction of loan, as the case may be .
Further, all loans up to Rs.5,000/- will be sanctioned by the Secretary, APP Welfare Society in PHQ and by the SsP/ COs /Principal , PTC at their respective Districts/ Units and above Rs.5,000/- will be sanctioned by the President (Welfare) i.e. D.G.P. In case President (Welfare ) is out of station, Vice-President (Welfare) i.e. DIGP [HQ] is empowered to sanction.
6. GRANTS FROM APP WELFARE FUND
All kind of grants will be considered at PHQ level. The application for grant will be forwarded by the controlling officer with all relevant documents after duly scrutinizing them and recommending in accordance with the provisions of this Standing Order (S.O.) for consideration.
7. MEDICAL AID GRANT
A Medical Aid Grant of Rs.15,000/- will be considered under this scheme for a member who is a Cancer patient and for those with serious disease of Heart/Kidney etc. This grant will also be applicable in case of an accident, which causes permanent physical disablement.
For sanction of medical aid grant for the above mentioned purposes, the following terms and conditions are required to be fulfilled:
a) Approval of DHS is to be enclosed with the application for treatment outside Arunachal Pradesh
b) Estimated cost of Expenditure certificates from the Medical Officer to be obtained and enclosed with the grant application.
8. GRANTS UPON DEATH OF MEMBER
Immediate Relief Grant (IRG) of Rs.35,000/- will be paid by the concerned district/units authority immediately after death, to the next of kin of deceased member of the Society who dies while in service and the original money receipt obtained must be submitted to the State Police Welfare Society, PHQ Itanagar for necessary recoupment. Further, to write-off unrecovered loan against the deceased, if the balance recoverable amount is Rs.10,000/- or below, it will have to be submitted t PHQ, Itanagar for further necessary action and processing the case through Vice-President/Secretary of the Society for obtaining approval of President.
9. EX-GRATIA PAYMENT
In addition to the IRG of Rs.35,000/- as above , an Ex-Gratia payment of Rs. 50,000/- will be paid to the next of kin of the police personnel who lay down their lives during counter insurgency operation or in performance of active duty.
10. NATURAL CALAMITIES GRANT
Natural Calamities Grant up to maximum of Rs.10,000/- will be considered to a member for damages caused, on his dwelling house where he is ordinarily residing, by Fire Accident/ Natural Calamities etc. The grant will be considered after thorough examination of each case on the merits and circumstances on case to case basis.
11. SPECTACLE GRANT
A Spectacle grant of maximum Rs.500/- will be considered to a members who are over 40 years of age and have been advised to wear spectacles/lenses by an eye specialist. The Medical advice slip and cash memo will have to be enclosed with the application.
12. SCHOLARSHIP GRANT
Scholarship grant will be considered to members’ wards who have secured 1st , 2nd & 3rd position in Class, from Class-I to Class-IX level amongst the wards of the members at the following rates:-
1. Rs.1000/- for 1st position.
2. Rs. 750/- for 2nd position.
3. Rs.500/- for 3rd position.
Scholarship grant will be granted to members’ wards who have secured 1st , 2nd & 3rd position in the final examination from class-X to XII amongst the wards of the members at the following rates:-
1. Rs.3000/- for 1st position.
2. Rs.2000/- for 2nd position.
3. Rs.1500/- for 3rd position
Scholarship grant will also be considered to members’ wards who have secured position in the final examination of Degree/ Professional Degree amongst the wards of the members at the following rates:-
1. Rs.5000/- for 1st position.
2. Rs.3000/- for 2nd position.
3. Rs.2000/- for 3rd position
The above scholarship will be considered only once in a year. The screening committee ( same as for loan/grant) will meet twice in a year at PHQ for consideration of scholarship grant.
Parents may submit applications for scholarship grant with a duly attested copy of mark sheet as per the schedule below:-
a) For Class-I to Class-XII in the month of July every year.
b) For Degree / Professional Degree classes in the month of November every year.
Incomplete Applications will not be entertained.
13. In addition to the above grants , authority may also have the power to consider utilize of funds for any other purposes which should be for the welfare of Policemen and their families.
14. DEGREE / DIPLOMA ALLOWANCES
One time grant will be considered for those wards who will be getting admission in the institutions run by Govt. through Joint Entrance/ Competitive Examinations for degree/diploma courses in Medical and Engineering subjects.
1. Rs. 5000/- for degree courses
2. Rs. 3000/- for diploma courses
In case a student who had earlier received Rs.3000/- after securing admission in a diploma course and subsequently secures admission in a degree course in a subsequent year ( in continuation of his/her studies), he/she shall be awarded an additional amount of Rs.2000/- only.
Wards of all members of all ranks will be eligible to get this grant up to a maximum of two children. The above scholarship will be considered once in a year. The grant shall be given only on submission of proper authenticated documents of admission by the parent of the student.
15. RETIREMENT BENEFIT
All members will be reimbursed the contributed amount made towards the APP Welfare Fund at the below mentioned mentioned rate with 10 % simple interest, from the total welfare contribution made by them annually:-
1. Up to the period of 5 years :- 10%
2. 10 years :- 25%
3. 15 year :- 30%
4. 20 year :- 40%
5. 25 years :- 50%
6. 30 years :- 60%
16. JANATA PERSONAL ACCIDENT INSURANCE SCHEME
Janata Personal Accident Insurance Scheme benefit of Rs.50,000- will be compensated for serious injuries such as loss of one eye or any other permanent disablements. Rs.1,00,000/- will be compensated to the nominee of deceased, those who expire in accidents, subject to submission of the following documents:-
1. Succession Certificate.
2. Postmortem report.
3. Death Certificate.
4. FIR and final investigation report.
5. Insurance claim form duly signed by the nominee and the medical officer.
A.P.P. SUPERANNUATION FUND
1. MEMBERSHIP OF THE SCHEME
An amount of Rs.1200/- (Rupees one thousand two hundred) only is to be paid in one installment by each member of the force to become a membership of APP Superannuation Fund. The date of membership will commence from the date on which the full amount of Rs.1200/- is credited to the superannuation account of the incumbent .
2. BENEFIT OF THE SUPERANNUATION SCHEME
In case of death of a member of this scheme, while in service, an amount of Rs.10,000/- will be provided to the nominee/next of kin .
The total amount contributed by a member shall be refunded to him/her with simple interest as per RBI rate at the time he/she quits service by resignation/ discharge / dismissal / termination and those who retire within 15 years from the date of completion of contribution.
Rs. 10,000/- to be provided to the member those who retire after 15 years of service or more from the date of completion of contribution.
